I hereby give notice that a Meeting of the Swynnerton Parish Council will take place on THURSDAY 23 APRIL 2026 at Tittensor Village Hall at 7.15pm. Members are asked to inform the Clerk if they are unable to attend.

PARISH COUNCIL MEETING
- Apologies for absence received – acceptance and recording of apologies
- Record declarations of interest from Councillors, to consider written requests from Councillors for the Council to grant a dispensation (S33 of the Localism Act 2011)
- Approval of the minutes of the Parish Council meeting held on Thursday 19 March 2026
- Discuss matters arising from the minutes not covered later in the agenda
- Review the planning committee observations
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda
- Financial matters
- Review and approval of payments
- Receive and approve financial statements and bank reconciliation to 31 March 2026
- Note letter of appointment and independence from internal auditor

MINUTES OF THE SWYNNERTON PARISH COUNCIL MEETING
Held on Thursday, 23 April 2026 at Tittensor Village Hall

In attendance: L Davies (Parish Clerk), members of the public
Public Question Time
- The Chairman welcomed everyone to the meeting.
- To consider matters raised by members of the public
- A resident of Tittensor requested an update on the request for a crossing over the A34 – no further progress has been reported to the PC but Cllr Bagguley and Allison Gardner MP continue to press the matter.
- Resident thanked the PC for the installation of the Bleed Out Kits.
- Request for meeting dates to be put in the noticeboards to be actioned.
- The Tittensor Community Speed Watch requested an update on the request for a new SID on Winghouse Lane. No updates have been received from the County Council, however, the group will be notified should any progress be made.

No further matters were raised.
Parish Council Meeting
- Apologies for absence received
Apologies were received and accepted Cllr T Love.
- Declarations of interest, to consider written requests from Councillors to grant dispensation (under S33, Localism Act, 2011).
Cllr R James, Cllr D Bishop and Cllr P Cheadle declared that they were Trustees of Swynnerton Village Hall. Cllr D Bishop also noted that her husband is a member of the Swynnerton Angling Club.
- Approval of the Minutes of the Parish Council meetings held on Thursday 19 March 2026
The minutes of the last Parish Council meeting were considered, APPROVED and signed by the Chairman.
- Discuss matters arising from the Minutes not covered in the Agenda
No matters were discussed.
- Review of the planning committee observations
The planning applications received and decided since the last meeting were reviewed by the meeting.
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda
- The Clerk’s report was considered, and matters noted.
- The bleed out kits have been installed in Tittensor, Swynnerton and Hanchurch.
- The ROW fingerpost has been reinstated at the end of Early Lane.
- The replacement LED lantern has been ordered for the street lamp on Parish View and should be installed within 2 months.
- Financial matters
- The payments for April 2026 were presented for approval, duly approved and signed.
- The financial statements and bank reconciliation to 31 March 2026 were considered and signed.
- The letter of appointment from the internal auditor was noted.
- Consider proposed modifications to the scheme for Tittensor Play Area.
- The amended scheme was considered and AGREED
- Before confirming final scheme with the contractor, it was AGREED to display the proposal on the Parish and community noticeboards.
- Receive feedback on the condition of the park and playing field in Swynnerton
- The youth shelter has been installed near to the goal posts.
- The Borough Council and PC contractor have cut the grass. Due to the length of the grass, there is significant off cuts left on the field which appear to be deterring use of the field.
- It was AGREED for the PC contractor to collect the off cuts when they next cut the grass to improve the condition of the field for residents. The cost of collection and disposal has been quoted at £200 plus VAT.
- Update on the Trentham Heritage board project
It was AGREED that Cllr Neeson and Cllr Adams liaise directly with the Trentham estate to understand whether the project can be moved forward if the noticeboard was an asset of the Parish Council.
- The date of Annual Parish Meeting, the Annual Meeting of the Parish Council and the next Parish Council meeting will be on Thursday 21 May 2026, 7.00pm at Swynnerton Village Hall
There being no further business, the Chair closed this Meeting.
