MINUTES OF THE SWYNNERTON PARISH COUNCIL MEETING
Held on Thursday, 27 October 2022 in Swynnerton Village Hall

Public Question Time
- The Chairman welcomed everyone to the meeting.
- To consider matters raised by members of the public.
Matters dealt with on agenda.
- Reports from County and Borough Councillors
- Cllr Pert provided information on the Warm Spaces Scheme that is being rolled out in the county.
- Cllr Pert confirmed that he had put forward a scheme for a crossing on the A34 in Tittensor to the HS2 Road Safety Fund.
- It was raised that the footpath on the section of the A34 from the Church to Chase Lane has become overgrown.
- Cllr James provided information regarding the local plan and the consultation. The consultation closes on 12th December 2022.
Parish Council Meeting
- Apologies for absence received
Apologies for absence were received from Cllr S Amison and Cllr E Mateu.
- Declarations of interest, to consider written requests from Councillors to grant dispensation (under S33, Localism Act, 2011).
No declarations of interest were received.
- Approval of the Minutes of the Parish Council meeting held on Thursday 29 September 2022.
The Minutes were considered, APPROVED and signed by the Chairman.
- Discuss matters arising from the Minutes not covered in the Agenda
There were no matters arising from the last Minutes.
- Review of the planning committee observations
The planning applications received since the last meeting were reviewed and the observations of the planning committee were noted.
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda
- The Clerk’s report was received and matters duly noted.
- The lease at Ferndown Play area has now ended. Clerk to contact the Borough Council with regards to actions required. Funds remain from the amount received from Friends of Ferndown.
- The number of Civic Amenity Visits required for 2023 was discussed. It was AGREED that nine, two-hour visits (3 for Swynnerton, 3 for Tittensor and 3 for Hanchurch) should be requested. Dates of visits to be decided at the November meeting when updated costs are known.
- Costs for re-pointing the cenotaph were discussed. The ownership of the memorial was also raised. Clerk to enquire further.
- Financial Matters
- The payments for October 2022 were presented for approval, duly APPROVED and signed.
- The financial statements and bank reconciliation to 30 September 2022 were considered and the bank reconciliation signed.
- The draft budget was presented for discussion and amendments provided. The provision of road sweeping and gully cleaning was also considered. Councillors to put forward potential locations for sweeping/gully cleaning. Cllrs to action
- It was AGREED to introduce a five-year plan to assist the Parish Council with budgeting for longer-term projects. Clerk to action

The dates and venues of Parish Council meetings in 2023 were AGREED. Clerk to action
- Ward Matters
- Consider resident’s request to install memorial bench in Tittensor. A resident has applied for a bench to be installed on the piece of land on the junction of Winghouse Lane and Copeland Avenue. However, only Councils can make such applications. It was therefore AGREED that the Parish Council should apply for a licence for the bench. The resident has agreed to meet all costs relating to the licence, installation and purchase of the bench. Clerk to action

The next meeting will be on Thursday 24th November 2022, 7.15pm at Hanchurch Village Hall.
