MINUTES OF THE SWYNNERTON PARISH COUNCIL MEETING
Held on Thursday, 22 June 2023 at Tittensor Village Hall

Public Question Time
- The Chairman welcomed everyone to the meeting.
- To consider matters raised by members of the public.
- A resident of Tittensor raised concerns over the speed of cars/lorries along Winghouse Lane coupled with increased parking on the roads. It was suggested that the Speed Watch Team could apply for another location at the end of Winghouse Lane.
- The bus shelter in Swynnerton, next to the Fitzherbert Arms is in need of repair. Clerk to email the Swynnerton Estate office.
- The fishing pool in Swynnerton has become overgrown. It is hoped that a resident of Tittensor may resume maintenance.

Parish Council Meeting
- Apologies for absence received
Apologies for absence were received from Cllr R James.
- Declarations of interest, to consider written requests from Councillors to grant dispensation (under S33, Localism Act, 2011).
No declarations of interest were received.
- Approval of the Minutes of the Parish Council meeting held on Thursday 18 May 2023
The Minutes were considered, APPROVED and signed by the Chairman.
- Discuss matters arising from the Minutes not covered in the Agenda
No matters were raised.
- Consider expression of interest for co-option onto the Parish Council
- The expression of interest from a resident of Tittensor to fill one of the two vacancies on the Parish Council was discussed. It was highlighted that the vacancies are for the Hanchurch and Trentham Ward.
- It was proposed, seconded and AGREED that before considering other candidates from outside of the Hanchurch and Trentham ward, the Parish Council should advertise for a further month to the residents of that ward. Any expression of interest together with that of the Tittensor resident to be considered at the August meeting.
- Review of the planning committee observations
The planning applications received and decided since the last meeting were reviewed by the meeting.
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda
- The Clerk’s report was received and matters duly noted.
- Highways have indicated that there will be an additional cost of moving ahead with the installation of the Swynnerton Speed Indication Device posts before the Groundslow post (which is being delayed due to the consultation on changing the speed limit).
- Forming a five-year plan for the Parish Council’s activities was discussed. Cllrs were asked to consider projects/areas to form the basis of the plan. It was also agreed that residents should have the opportunity to raise areas to be included.
- Financial Matters
- The payments for June 2023 were presented for approval, duly APPROVED and signed.
- The financial statements and bank reconciliation to 31 May 2023 were considered and signed.
- It was AGREED that Cllr P Marsh should become a signatory for the Parish Council’s bank accounts.
- Discuss replacement of matting at Tittensor play area.
Quotes for sourcing additional matting under the swings at Tittensor were discussed. Waiting on quote for installation of matting.
- Consider dedicated email addresses for parish Councillors.
The use of dedicated email addresses for Parish Council correspondence was discussed. Cllrs undertook to consider setting up a dedicated email, if possible.
- Discuss concerns over central reservation grass cutting on the A34
The grass along the central reservation along the A34 had become overgrown and dangerous around the junctions with Winghouse Lane and Chase Lane. A resident has, however, cut the grass at Winghouse. It was highlighted that it is dangerous for residents to undertake the work themselves and they should log a report on the highways online reporting system when the grass gets too high.
- Confirm the date of the next Parish Council Meeting
The next meeting will be on Thursday 3rd August, 7.15pm at Tittensor Village Hall.
There being no further business, the Chairman closed this Meeting.
