PARISH COUNCIL MEETING
- Apologies for absence received – acceptance and recording of apologies
- Record declarations of interest from Councillors, to consider written requests from Councillors for the Council to grant a dispensation (S33 of the Localism Act 2011)
- Approval of the minutes of the Parish Council meetings held on Thursday 28th September 2023
- Discuss matters arising from the minutes not covered later in the Agenda
- Review the planning committee observations
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda

MINUTES OF THE SWYNNERTON PARISH COUNCIL MEETING
Held on Thursday, 26 October 2023 at St Luke’s Church Hall, Tittensor

Public Question Time
- The Chairman welcomed everyone to the meeting.
- To consider matters raised by members of the public
- The Tittensor BKV Group thanked the Parish Council for the bulbs received.
- It was noted that there was significant flooding on Winghouse Lane before the junction with Beechdale Lane as the road dips.
- Reports from County and Borough Councillors
- Cllr James provided an update of the Borough’s Local Plan and the delays in issuing it due to the change of administration. Until the Plan is published the Parish Council is not able to progress its Neighbourhood Plan.
Parish Council Meeting
- Apologies for absence received
Apologies for absence were received from Cllr T Love, Cllr P Marsh and Cllr N Adams.
- Declarations of interest, to consider written requests from Councillors to grant dispensation (under S33, Localism Act, 2011).
No declarations of interest were received.
- Approval of the Minutes of the Parish Council meeting held on Thursday 28th September 2023
The Minutes were considered, APPROVED and signed by the Chairman.
- Discuss matters arising from the Minutes not covered in the Agenda
- The new salt bin has been installed in Swynnerton. The question was raised whether the Parish Council would refill the bins once the salt has been used. Cllr James to request that the bins be filled by County Council via Cllr Pert. Cllr James to action
- Review of the planning committee observations
The planning applications received and decided since the last meeting were reviewed by the meeting.
- Receive the Clerk’s report – correspondence received and progress report on matters not on the agenda
- The Clerk’s report was received and progress on actions noted.
- Cllr Pert provided dates of the last gully cleaning in Swynnerton but dates for this winter have not been obtained. Clerk to follow up, so that dates can be decided at the November meeting.
- Financial Matters
- The payments for September were presented for approval, duly APPROVED and signed.
- The financial statements and bank reconciliation to 30 September 2023 were considered and signed.
- The draft budget was considered and discussed. It was agreed to include a further £2,000 for the Cenotaph refurbishments. Any further recommendations to be raised with the Clerk and at the latest at the November meeting.
- Agree the number of amenity visits required in 2024.
- It was AGREED that the number of amenity visits should be kept the same in 2024 – 3 visits for each of Swynnerton, Tittensor and Hanchurch. Clerk to action
- Receive feedback from the meeting held by Tittensor residents regarding traffic problems within the village
- Cllr Deaville provided a summary of the meeting. Several residents from Tittensor are to set up an action group (Tittensor – Road Safety Partnership) to move forward initiatives for road safety in the village.
- The meeting discussed the use of home zones and quiet lane signs. Cllr Deaville to investigate the cost of these signs.
- The meeting also discussed whether the school has considered a “drop and go“ scheme for pick up and drop off times. Clerk to contact the headmistress to enquire whether they could consider suitable measures to alleviate traffic at peak times.
- Discuss condition of footpaths on Winghouse Lane, between Groundslow and the village
The pavements on Winghouse Lane between Groundslow and the village are in a poor condition. It was highlighted that there are a significant number of pavements within the Parish that are in a poor condition. The defects have been reported to Staffordshire County Council.
- Discuss foliage obstructing road signs on Winghouse Lane
- The boundary hedges along Winghouse Lane are obstructing the road signs.
- It was agreed that the Clerk should write to the landowner to request that they cut back the hedges in these places.
- Confirm the date of the next Parish Council Meeting
The next meeting will be on Thursday 23rd November 2023, 7.15pm at Hanchurch Village Hall.
